Due to the situation with COVID-19, more Visa Application Centres (VACs) are reopening around the world and starting again to provide services to people who are seeking to visit Canada.
In Visa Application Centers, people can submit their biometrics as required by Immigration, Refugees and Citizenship Canada (IRCC).
Individuals can provide their fingerprints, photos ID, and pay the fees as part of the biometrics collection process. Please note that Canada is obtaining biometrics in order to make it safer for individuals to enter the country.
Biometrics collection enables the Government of Canada to speed up processing and simplifies entry into Canada for low-risk travelers because the collection of biometrics identification such as fingerprints and a facial photo ID is considered an efficient tool to identify individuals and avoid identity theft or fraud.
All VACs have been closed as part of global measures to contain the coronavirus since March 2020.
The list of open Visa Application Centers is constantly being updated on IRCC’s website (where individuals can find more immigration news) means the below list may not contain every VAC that is currently opened, please check the updated list on CIC website:

It will not refuse the application of an individual who is unable to provide their biometrics. automatic extensions on their biometrics deadlines will be applied by IRCC. Individuals do not have to give their biometrics until VAC sites re-open and they do not need to contact IRCC to request an extension on their deadline.
Temporary foreign workers (TFWs) are exempt from giving their biometrics abroad if their nearby Visa Application Center is shut and they are set to work in Canada as truck drivers, or in the health care or agriculture sectors. So In the event that they have not given their biometrics to Canada previously then exempt TFWs can do so when they get to Canada.
